According to most Anthropologists, everyone is a descendant of Africa. That doesn't make DJ Khaled, French Montana or Khalil Gibran black. Your second question is up for dispute. I won't be the one to dispute it as I haven't read enough on the subject, nor do I care to.
 
Other races using the word is more common than some of you may believe, I think. Yeah you have those that use it in a racist manner. But I believe more so of the time it is used just as freely as a black person would, having the same feels and meaning.

You know when you're been called a n___er.

U peep how people of Asian descent treat each other sorta by a class system
Most black folks can get along and be cool with just about anybody
I think we are super humble when it comes getting to know other people
And are accepting of different people from different backgrounds
Alot of other races look down on people in a class type of system
Besides uppity black folks we don't really do that
It's just hard to have unity when I'm living check to check
And 1 jay walk away from ending up in a prison cell
Idk man I'm proud to be black and wouldn't wanna be anything else
