Let's say I wanted to pre-order a DVD using my debit card, does the money come out of my account immediately or when the DVD ships?

I believe they charge you right away.

They do refund you if the price goes down by the time of release.

They don't charge you until it ships. And if the price drops before release, you will be charged the lower price.
