Quick question about paypal and ebay.

So I filed a claim on a mis-categorized iphone i bought on ebay and got granted a refund through paypal. The only catch is I had to return the package with signature confirmation. Something tells me this guy purposely does not want to receive the phone back in hopes that he keeps the $$$. What happens if I did everything paypal told me to do yet the seller doesn't accept the package? Will I still get my refund?
