Rasterbator Programs?

NT, just moved into my new house back at college and am thinking of doing a new rasterbator. Ive made one before but it was a while ago and am havingtrouble finding the website/software I used.

So I'm asking for any good, user friendly, and free websites/programs to create a new rasterbator.
