Really quick Tax Return question

I filed taxes for 2008 and I found out that I owed money (like $300) but I never paid it. I just filed for this past year and saw what I'm getting back butwhat I wanted to know is: will the government automatically deduct what I owed from 2008, from my 2009 return since I never paid it?

Im pretty sure thats how it works. Its possible that you return may take longer because of that.
