Restoring a File I deleted

I stupidly deleted a file that I shouldn't have, and now I want to restore it. I deleted it from my recycle bin so im not sure there's much I can do. Is there any way to restore the file?

there's a special way where if you delete system 32 you will be able to open a hidden folder where all deleted recycle bin files are stored until they are permanently erased after a reboot.

this worked on windows XP so i don't know if you can still do it.
