Yes.  The race was red-flagged right after the accident and around 2 hours later, they held a drivers-briefing and informed them that Wheldon had died.  The 5-lap salute came right after that.  
Hard to say if it was too soon, but I definitely can't imagine the emotions the drivers must have been going through at that time.
