Well, clearly it happens the night before trash pickup, so just stay up and watch for the guy. Then threaten the guy. Or you could just look through his trashbag and find something about him. Maybe you can find some credit card info and scam him.

looks like i might have to bite the dust. sit in my back seat of my car in the driveway and wait until i see whose doing it. politily confront them, ask them to pay for my previous over charges. and if he/she refuses then i might contact the city or bring it to court(thats pushing it).

record the culprit on video on several occasions, not just once so you know for sure it's the same person all those times (or maybe it's severalpeople).

also, that way they can't say it was a one-time deal.
