Trying to find out what this items OFFICIAL title is and what it does. Someone told me its what controls the lights and street walk signs at an intersection but Im not sure whats the name. Is it a ground transformer???

i thought it was a transformer. And when the college world series is in omaha the cops always have them open and have the lights blinking so they can control traffic so yeah i would say it controls the street lights
