if i go to a school of 2,000 students and offer two scholarships then I am "offering 4 year scholarships to 2,000 students"
charities use this wording all the time to make it seem like they are doing way more than they actually are

1,100 students have an chance at getting a scholarship
out of the 1,100 students only those who pass the criteria will get the scholarship
out of those who qualify, only those that choose to go to the specific university get the scholarship
so from 1,100 students you can easily go down to 150 students that actually get scholarships
still a great thing on lebrons part but there's no need to over hype it with misleading headlines.
its like saying a player who shoots 20 shots in a game has a chance at scoring 60 points
