i really don't see the differences between 4s..4..or anything else for that matter. So idk what "good" is too you.
But anyways, 4s owner here and in terms of multitask..its okay. I wouldn't say it's great or anything. If i'm opening an app, another app will kind of be on 'standby/paused' as compared to active still.
As for web browsing...I use Chrome and i'd say 3 active tabs seem about right

yeah, like you have pandora playing music while switching between tabs in chrome without any lag, stuttering, or slowdown
