One of the manager's at my job dont want me to get full time. Even when ive been going back and fourth with them over it for the full year that I've been there. And also having people getting hired way after me get FT.. But why should he give a ****?

Don’t ever let someone stall up your paper like that...Thier could be reasons of you getting paid higher than new hires so they can keep the new hires full tinmevbut with lower wages. Other possibility is giving you benefits like health, stocks etc...
But yeah if one person is holding you back of achieving a goal, tell em your financial responsibilities have changed and you need to be full time to achieve that.
You could talk to your manager superiors about this if that person stalling the process up.
If they cant satisfy your needs, time to take your talents elsewhere.
