NJ. From what I'm now reading sounds like most states your not supposed to leave it hanging while in motion

Exactly. Its just saying whatever. None of the official Texas sites even mentions placement while and take KHOU with a grain of salt, they will put some ridiculousness out there. "Don't walk....RUN!!!" iykyn
