Tokyo or Seoul

Which is greater to visit? In terms of touristy and cultural sites, value for your dollar, broads

, etc.
Oh, and a big thing for me is being able to get around without knowing the local language. So which city is easier to navigate without knowing much of thelanguage?

Tokyo but they both are ill. expensive either way, especially as a tourist
