What dose it take for a independent brand to get a Nike collaboration?

ive just noticed there are like a million collaboration from brands I’ve never heard of I m just wondering what are the standards? Can anyone submit work? I’ve thought about buying like a limited pair of sneakers and just customizing them my self and resell? But i feel like I’m going to get in trouble?
