Worst neighborhoods in the US aren't even close to as bad as New Delhi, Calcutta, Hong Kong, major Chinese cities, etc...

It has practically no regulations on starting a business, one of the lowest personal and corporate tax rates on the planet. Government expenditures are low, which means low inflation rate and greater purchasing power. Voluntary contracts and private property are heavily protected by Rule of Law, and minimal labor regulations with an unemployment rate of just over 3%.

Hong Kong > U.S.

Sure it is, the question is asking an opinion. I think living in a country where it politically benefits politicians for more people to live in slums is a lot worse than living in a country where it is detrimental for more people to live in slums. With a population of 7 million people with an unemployment rate at 3%, the people in Hong Kong have more opportunity there. Even if you live in a slum, you can work and save (which would be a lot easier there because of our burdening progressive income tax here), and then have eventually have the means to start a business.

No doubt.  I wonder how many here has even been to a 3rd world country?  The worst places in the US is Eden compared to the living conditions in these countries.  No welfare. No sanitation.  No govt assistance.  No public housing.
