ATLANTA (AP) - A DeKalb County police officer has been put on paid leave during an investigation to determine if he illegally handcuffed a woman and broke herwrist.

Police spokeswoman Mekka Parish said officer Jameel H. Fraser briefly detained 34-year-old Kimia McMoore while he was off-duty.

McMoore said she was talking on her Bluetooth cell phone outside her Chamblee apartment when Fraser began harassing her.

According to a police report, Fraser asked McMoore who she was talking to, then followed her to her car and attempted to detain her.

The two argued and McMoore called 911. Fraser left and called for backup, claiming the woman was being disorderly.

He returned with a set of handcuffs and placed a cuff on the woman's right wrist. McMoore was treated at Northside Hospital for a broken wrist.

wow. that sound crazy. but for some reason the story doesn't add up. Like why did the cop just walk up to her and start harassing her? hmmm abusing yourpower maybe

Very strange story. I wouldn't doubt this cop mentally unbalanced, but that's no excuse at all.

A lot of these bastard cops feel like they can do just about anything so long as they have a badge.
