I honestly don't know what you're trying to say in the body of your post, OP. I only understood your initial question, so with respect to that, I will say this: parents do pay a fee for their children to have access to public education. Where I live, the fee is in the form of property taxes. Personally I find this particular way of funding public K-12 education to be very problematic and idisyncratic to the times as it perpuetuates inequities in a system/service that is, ironically enough, meant to level the playing field; but then, I also don't know if there is a better alternative/method of funding public K-12 education.
