I honestly don't think the Big Guy Complex that Vince has is all on him.
I think part of it is just him trying to protect the credibility of the business (and the credibility those promoters that came before him tried to protect), more so than trying to get a hard on.
I think the HBK era kind of left him with a black eye. Shawn got beat up regularly (in real life), didn't draw well and pretty much was an emotional wreck. Like a traumatic relationship that failed. But tried again with Jeff Hardy. Wild sex be too good sometimes gotta try it one more time.
Plus, his father and all those other promoters always needed their guys to come off as legitimate tough guys that could beat up the "wrestling is fake" guys.
Hell, maybe at this old and near-death age Vince is just nostalgic for his era of wrestling and trying to honor his dad and those who came before him by trying to push the Big Guys.

To keep it all the way funky, even if they give the divas on the main roster 10-15 minutes I just think they have the calibur of wrestlers to put on matches like the nxt women do. Maybe only nattie, paige, naomi, summer and that's it. The bellas are trash, Cameroon/Eva Marie/rosa
