Seeing a couple people missed on this... I got lucky for once and got both aj x sb and a pair of tiffs in a size 12 and used my 50 coupon nike gave me

Quick question. I'm bout to buy my first pair of SB lows even though I said I will only rock Highs. Never say never. Anyway, should I half up like I do for highs or do you typically go TTS on lows?

Ok, so to answer the Ongoing question, "How is it that NDC and particular Skate Shops are able to re-release Sneaks this way?"
They are still in their (NDC) Warehouses.
If these Older SBs are available, then "Certain" Skate Shops are allowed to "purchase" and then re-sell months after their Initial Release.
My local Skate Shop has been trying to do this for awhile, but Nike will only allocate to "certain" Skate Shops; Premier, Black Sheep, etc...

You sort of have it. Shops don't get to pick any choose anything they receive except the quantities of certain shoes. This is why we're starting to see more Chairman Dunks allowcated in certain areas, shops have gotten their first run and with them being a general release, all they need to do is put in an order for more. QS's on the other hand are allowcated to every store, not by the stores terms but by Nikes, and cannot be reordered. Of course what store gets what quantity is completely up to Nike - They're smart though, they typically put a lot of pairs in more popular shops. Bigger shops will also "lose" stock in their stockrooms, and "find" it at a later date, a la "restocks".

Take the Premier 2 weeks of restocks that occurred last year. Those shoes, a lot of Blue box shoes, had been sitting in their stockrooms chillin'. Not sure why they did this, but they did lol.

Your standing with Nike has to basically be bullet proof, that means no missed payments, no reported shenanigans, and most importantly no RTV. You've got to be able to move any and everything they send your way including the crap that NOBODY wants.

Exactly lol. Bigger shops like premier and spot are lucky because their online presence is so prominent compared to other shops. They receive so many of each release that they can afford to fulfill a line of people outside their shop with some QS's and still have some left over for an online release.
