Recently started this show for the first time and I'm honestly impressed with the series. Show has crazy filler but the characters more than make up for it. In the World Tournament saga now and I've enjoyed it thus far. I still think Frieza was the best villain until this point.

Sizeable number of people would agree with you and Frieza's probably the most recognizeable/famous villain in the franchise. Unless we count Piccolo and Vegeta, who aren't villains anymore anyways.
 
Cell > Frieza, still.

Sorry not sorry.  Cell saga always sent chills down my spine as a lil kid.  Took that **** when he called Piccolo "Brother" literally
 
I agree Cell > Frieza. Frieza has too many forms for me, that **** is OD(OD seems to be the theme in DB. Cell was just right.

Frieza died and came back with MORE forms. :smh:
 
Cooler > Frieza

I liked Cell's design, his connection to the original DB, his motives, and his inception more than Frieza. Although none of the DBZ villains (Vegeta, Frieza, Cell, Buu) are bad.
