Those are too spots on nxt who will replace them? Corbin/miles are still learning and green. The other 2 I mentioned are tag teams. Also shovel uses them Indy and well travled dudes to help the homegrown/green talent out.

I thought NXT was the development program?  Bring them up and see who will step up to fill their roles.  However, I'm fine with H keeping them down in NXT for now because Vince will feed them to Cena if they come up.
