If take-out is your ONLY option, then the place has to be considered fast food.
You have fast food and you have dine-in.
Some places offer 1, some offer both.
AFAIK, 99.9% of Dominos in America are TakeOut. So that would make it fast food.
But it gets tricky, because some Pizza Huts offer dine-in.
So yea, the definition of fast food can be blurry
