So far Hot Topic is top-knotch when packaging their funko.

Amazon (should be on the top of the list for most of us if not all)
Toys R Us (now defunct from the US)
Barnes and Noble (Hit or miss for me sometimes)
Target
Walmart

For the most part, those are the ones that don't double box and sometimes come slightly or heavily damaged.
