I can't remember the last time I bought a pair of shoes, but why didn't Nike ever institute a system similar to Footlocker Inc. or Finishline?

It seems like everything they've done has been useless in addressing the issue.

She's not literally asking if they're closing. She's asking people what they think the change could be.
