It’s just a pre auth, no money has technically changed hands but PayPal puts the funds on hold in order to make sure you have the money.

At the very least you know you won’t get declined if you win

they're higher than current prices of in hand pairs of the Chicago colorway, so not an apples to apples comparison.

presale value of the Chicago pairs were around $3K
