Yeah, there's a fee. I believe a monthly and yearly option. I did some pretty extensive research for VPN's and this one had the best reviews in terms of functionality and ease-of-use.
I'm sure there are some free one's out there, though. Just gotta deal with ads and what not.

yes I use it. vpn is primarily useful if you pirate things off the internet a lot. your isp may send you notification that you were caught downloading something illegally; this will help avoid that.
