1. Because it's not "the thread about nothing."  

2. Because nobody bothered to report violations in there.

An offseason NFL thread that contains actual offseason NFL discussions that is supported and looked after by the community is welcome.

A "no limits" off topic chat room is not happening.  If the problem were with 1-2 people, we'd just remove those 1-2 people.  If the users of a thread as a whole aren't using it responsibly, we'll just shut the thread down.  

Best believe that if the Air Jordan 1 retro thread became a bunch of music videos and unreported rule violations with no new releases in sight for months, we'd lock that, too.
