Getting more cut

I'm 6'3 195 lbs. I want to get more cut and know that I have to do more reps but I wanted to know if it was better to start my workouts off at a low weight than work myself up or start at a high weight and work myself down?
 
First things first, the reps, the weight...all irrelevant if your diet isn't in check.

 I agree and it's not only diet. You need to do some cardio training, get enough sleep, eat 5 to 6 decent sized meals a day instead of 3 (keeps metabolism up which helps you look cut) and lay off caffeine, alcohol, tobacco and other drugs.
