I used a ton of cheats in GTA 4 even though I couldn't get that one "Cleaned The Streets" achievement because of getting infinite ammo or health.

Was GTA: SA and IV really that hard? I played through the games multiple times without using any cheats. After beating the flying training and the one mission with the toy plan and gun it got significantly easier each play through.
