I've been applying to Federal positions since late 2011 and have had very little luck (USAjobs is a joke). I am particularly interested in moving to the DC/northern VA region and landing a Federal position. I have a master's degree and experience with databases, research, analysis, writing, etc. I also have foreign languages if you think that would help.

I've tried to do everything I can to tweak my resume to include keywords and such, but it appears that unless you're a veteran or know someone you won't even be considered. I'd appreciate any help/advice!

Listen to NT though and all Single Mothers are skeezers and you can't do what you set your mind to. Wizards Job....did that....Government job....did that too. Now I will open up my own shop, like I am doing with you guys and help those who want to help themselves.

I'm too creative for the Govt and they are too black and white for a gray area entrepreneur like me, but I don't knock it.....my expertise isn't for everyone and vice versa.

I charge a lot of money for what I am giving away to you guys for free.

But yet.....folks worship Ninja Suburbs, Henzdo, Kstizzle, PB (oh wait......never that), etc.....

No problem and we've talked about the background stuff before. Any luck on the expungments? You can also get Pardons as well, at least here in VA. I am doing mine now and then collecting reimbursement of funds from those folks who levied fictitious charges and slander.

Which branch is she looking into? I just dated a girl who was an Officer/Lieutenant in the Navy...it's an interesting place. Ha.
 
I must say that JesusShuttlesworth34 is a good dude. I've talked to him a few times and he was honest. May not seem like much, but that goes a long way with me.

Honesty is the only way. Loyalty, truth, and keeping your word. I can' guarantee anything for anyone but I will try my best and put in as much as you do. Just stay on me right now as I am busy and will try my best to keep it alive. Plus I was banned three times in the last two months for comments and exposing folks in "TAN." Appreciate it.

2.1 Background


The Defense Retired and Annuitant Pay System 2 (DRAS2) Program Management Office (PMO), under the Financial Management Portfolio (FMP), requires ongoing technical and analytical support for the unique issues associated with the Defense Retiree and Annuitant Pay System 2.

The primary objective of the DRAS2 PMO is to support Defense Finance and Accounting Services (DFAS) efforts to develop and automate various business processes and systems. The DRAS2 PMO provides the required management for this Category III acquisition program according to the Business Capability Lifecycle (BCL) which includes managing software development efforts, analyzing requirements, and establishing new software functionality. Further, the DRAS2 PMO manages the development activities for technology software/hardware design as well as network connections and Information Assurance (IA) requirements for the DRAS2 business system.

The objective of this Performance Work Statement (PWS) is to fulfill the requirement for the initial development of DRAS2 from its initiation to a fully operational interface. Tasks will include system drafting and compiling the BCL acquisition documentation package as it evolves from a developmental to a functional baseline system. Support all acquisition life cycle activities from the BCL Investment Management phase through Full Deployment.

Program Management Support Services (PMSS) will provide Program Management Support, Financial, Budget and Cost Support, Configuration Management Support, Systems Engineering (SE) Support, Enterprise Architecture Support and Compliance, Enterprise Data (ED) Strategy Support & Compliance, Test and Documentation Support, Information Assurance (IA) Support, Administrative Support, Task Order Project Management for DRAS2 PMO and the FMP Manager as required. As a result, DRAS2 PMO requires a contractor to provide “DOD experienced” program and management support services to aid their effort.



Labor Categories anticipated for this Tasking are:
• Project On-Site Manager (50 – 150 hours/year)
• Business Systems Specialist II (on-site: 3,600 – 3,900 hours/year)
• Business Systems Engineer (on-site: 3,600 – 3,900 hours/year)
• Program Acquisition Specialist (on-site: 1,800 – 2,000 hours/year)
• Program Acquisition Analyst (on-site: 1,800 – 2,000 hours/year)
• Graphics/ Technical Writer (on-site: 900 – 1,000 hours/year)
• IT Management Specialist (on-site: 1,800 – 2,000 hours/year)

The Business Systems Specialist II and Program Acquisition Specialist personnel must have demonstrated in depth knowledge and breadth of experience in BCA, AoA, DOD Acquisition and Logistics, EA, Emerging Software Technology, and Semantics.

Project On-Site Manager:
Responsible for overseeing all tasks and provides a single point of contact for those tasks. Tracks tasks from original concept through completion. Defines task scope and objectives. Provides work plans, schedules assigns resources, and provides status reports. Conducts project meetings and ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems.

Minimum Experience:
• Five (5) years relevant experience.

Must have knowledge of:
• DOD Lifecycle management, DOD 5000.1, 5000.2, DODI 5000.02, and Guidebook and Business Capability Lifecycle
• ARIS system engineering tool

Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of proposal submission.

Other Experience: 10 years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields.


Business Systems Specialist II:
Provides professional expertise in areas such as Investment/Portfolio Management or other specialty that may be necessary for successful completion of a specific task. Provides high-level architectural expertise to managers and technical staff. Supports development of architectural products and deliverables for the enterprise and operational business lines. Supports development of strategy of system and the design infrastructure necessary to support the system. Advises on selection of technological products with regards to processing, data storage, data access, and applications development.

Minimum Experience:
• 5 years experience in program management
• 3 years relevant experience
• Proficiency in basic analytical software such as Microsoft Excel and Access, proficiency with the Microsoft Office suite, to include Word, PowerPoint and SharePoint.

Must have experience in working with:
• DOD Investment Review Board processes.
• Enterprise Transition Plan (ETP) process.
• Requirement Management
• Semantic Web and Ontology
• Business Enterprise Architecture (BEA) for DOD to include various BEA tools (ie. ARIS, ERWIN, ACART)
• Familiarity with DOD IT systems/initiatives and Business Systems.

Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of proposal submission.


Business Systems Engineer:
Top level technical contributor with expertise in particular business processes responsible for formulating systems scope and objectives relative to the organization’s business plan and industry requirements. Act as a member of a project team responsible for providing technical guidance concerning the business implications of the application of various systems.

Minimum Experience:
• Must have experience working with:
o DoD Lifecycle Management
o DoD 5000.01 5000.02 & Defense Acquisitions Guidebook (DAG), Chapter 4: Systems Engineering
• Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of proposal submission.

Required Skills:
• MS Suite
• Word, Excel
• Access
• Project Management
• Power Point


Program Acquisition Specialist:

● Have experience in analyzing a variety of source documentation and supporting the creation of acquisition documentation

Graphics/Tech Writer I:
Works closely with the Government to produce and manipulate graphics and visuals for informative material, include formatting/editing/writing a variety of technical briefs, reports, and/or documentation for executive stakeholders.

Minimum Experience:
• No Certifications Required
• Three (3) years relevant experience
• Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of proposal submission.
• Proficiency in basic analytical software such as Microsoft Excel and Access, proficiency with the Microsoft Office suite, to include Word, PowerPoint and SharePoint.

IT Management Specialist:
Responsible for providing project management support for enterprise business system development. Responsible for identifying critical tasks, managing project meetings and suspense dates for action items and preparing executive presentation to senior J6 leadership and executive Stakeholders.
Minimum Experience:
• Must possess an IT Infrastructure Library (ITIL) version 3 (V3) certification and specific knowledge and experience with the ITIL framework.
• Two (2) years of practical industry, government and/or consulting experience in information technology management.
• IT project management experience using various Microsoft tools
• Knowledge and experience in managing information technology services and strategies.
• Proficiency in basic analytical software such as Microsoft Excel and Access, proficiency with the Microsoft Office suite, to include Word, PowerPoint and SharePoint.
Required Skills:
• Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of proposal submission.

I good a few friends that have debated banding together and starting something small, but never transpired into anything. It is hard to make that jump with wives and kids in mix too :rolleyes

This is true once you get established with a family and depend on that job security. This is one of the reasons I put off plans for marriage and another child as I still have some things that require my 100% commitment and dedication....and if she can't respect/understand that, then she is not the one for me. I need to be at my best for these ventures and I can show or work with someone who desires getting set up to do business with the Govt. It's not hard at all!

I feel dejected I keep applying to Federal Law Enforcement Agencies and keep getting turned down left and right... This veteran pref. is killing me


A lot of people get discouraged when applying through USAJOBS, but the majority of people applying are eliminated before they hit the submit button. It's a process, but if you are know what they are looking for and how to answer their questions....you can routinely get emails/interviews/offers.

Yup, my last company I was at, started out the back of his garage with like 3-4 friends of his. They received awards for INC's 100/500 fastest growing private companies ( I think that is what the plaques had). Multiple years. Fast forward 10 years and he had a company with over 350+ people and sold it to ManTech for $85 mil cash :smokin

Edit: He was smart with it too. Started a real estate company and bought the building that the company was based in a "SCIF" the space off and started talks with GMU about being a remote site in another part as well. Signed like a 10 year contract for the space before he sold it to ManTech and they stuck to it. He still makes like $30k/month or something just off of the rent of the space :lol:

His kids worked there too and when they went to college, he wrote it off as he was paying for an employee to go to college :lol: :smokin
