My uncle is Georgia knows cause we talked about it a lot lately. he knows that I want to punch the guy but he's saying to chill out and if something happens and I feel that way then I just go take a walk or something

Have you talked directly to your mom about this? Like straight up, put it out there? I don't mean in front of people, like adult to adult lay it all out. She got some young guy living with her, not paying any bills, selling dope out the house. Really? She probably going to get mad, which is a good sign. The thought will linger and shell snap back to reality.
If she gives you the "Jody's Mom" response, just get ready to leave as soon as possible.
All BS aside, I promise I'm not throwing shots(I been through this before myself), it sounds like your mom was "out there" before she had you and shes trying to relive that life.
Another thing I suggest, is to start suggesting they go out to those "grown and sexy" spots, it'll help your mom notice the age difference between the two.

She was in the area and picked me up from work one day. We in the car and I'm telling her how sellin the **** thru our house is mad dangerous cause anything can happen. All she said was I was right and she would talk to him
They don't go out cause of the age difference. He wants to party and **** while my mom isn't a person to party like that. Even when he goes out he doesn't invite her. She goes to dinner and things like that and he's not interested in going at all. My moms always asks him if he wants to go. He stay saying no
From what I've seen, I've known about 4 of her boyfriends in the past 15 years. One of them was around from about 05 to mid last year. I'm not in her business like that. Just going on observation
