I will see young kids standing NEAR trash cans and just decide to throw food and containers on the ground.

.

I do feel that there aren't enough trashcans outside for people to throw away their things. Maybe that is why.

I don't know if it is because people aren't instructed that littering isn't the way to live or is it because folks just don't care. Would these people litter if they were living in a clean neighborhood? I wonder.

Man littering might happen everywhere, but the level of it is really evident when folks have more money vs. not having much. When I go to see my "friends" in Suburbia, I don't see trash in their neighborhoods like that. Every night when I come home, I see a McDonald's wrapper or a empty bag of Funyuns or Rap Snacks sitting in my front yard because some kids threw it in the street and the wind blew it in my yard.

What it all comes down to in my opinion is ignorance. These people that habitually litter have an e-nit thought that someone i.e. garbage man etc is going to pick it up and their ego tells them I'm too good to go throw this away I'm cool so I'm gonna leave this here and dip like I'm a boss.

Littering really annoys me. Your point about lack of garbage cans is an excellent point though. In busy areas, garbage cans are consistently overflowing. If people see that, I can understand them feeling comfortable littering.

People complain that the hood is filthy, yet they are the ones throwing trash all over.

There is no respect or pride.

D.C. clean?

Tokyo is clean. Singapore is clean. It comes down to values and discipline. We don't have good ones here, and as a result, places look terrible. Blame authorities for not enforcing anything either.
