That would be determined by your intentions. The comment seems to be, to me, sort of a back-handed way of saying the sound doesn't work today. If you were trying to make a hip-hop hit by today's standard, the comment could mean that you failed. If you were trying to capture that classic 90s feel, then it could mean that you succeeded.
