OP this is coming from someone who had bed bugs -- verify that you indeed have bed bugs, if possible, pick up one of the bug and put it in a Ziploc and take it to a local exterminator that specializes in bed bugs -- don't try to get fancy and do a DIY method. Call a professional that has an integrated bed bug strategy, that involves MANY different techniques. Visit: http://www.bedbugger.com, which is a very useful website and place to discuss bed bugs with others.

Some exterminators will try to come in and just spray stuff, put some dust inside your outlets and cabinets, and they are done -- but really, that does NOTHING. First, you have to find an exterminator that really cares about your infestation (this is hard to do) and will work with you to get it done.

New York is one of the worst states for bed bug infestations and really, have nothing to do with hygiene or being "dirty". Bed bugs exist in high-end luxury hotels to homeless shelters.

Good luck and get an exterminator fast, before they multiply like crazy and it gets worse.
