Not sure what you're implying but you have to find them and trigger them on foot like TDM, Races and etc. They are usually around the outskirts of town with a cross looking symbol.

Anyone know how you store helicopters, planes and boats you buy? Like do you have to buy a dock or hangar to store them?

I just look at their GT and mute them manually. Im sure theres an easier way but I havent been able to find out myself

Hold select to open up menu, go down to the bottom where chat is, change it from everyone to whatever you like. I personally have it on crew+friends so i can talk with everyone I want to talk to.
