I just made a wallpaper, but can't seem to find any way to set is as my background.

I'm using a trial version, if that matters.

Go to: file>save-for-web & save it as a .jpg

You'll be good to use it as a wallpaper after you do that. I have a feeling your saving it as a .psd file which is the default when you file>save-as.

Save the pic as a .jpg.

You're probably saving it as a .psd and computers only use .jpg formated images for desktops.

video doesn't help, the tab is blocked out.

I dl'ed a torrent, I didn't think to check Adobe. I'm thinking that might be my problem. Hell, I aint got time to fool around with this now, I got2 finals to study for and 2 essays to write.
