are they wearable?

They don't look wearable, there seems to be separation at the toe box, sea glow is used for ice soles, like the 5s and 11s. Paint could be your best bet.

Price can range anywhere from $100-700+
Wearable? -I've never seen a pair of Is as yellowed as this, which suggests that they have been stored very poorly indeed ...impossible to say withoutseeing them in person
As said above, painting the midsoles is the best option
