Question About the USPS and Postage Stamp

What happens when someone forgets to put a postage stamp on an envelope?  Does the USPS return the envelope to the "from" address?

I would think they would return it to the nearest sender or receiver  on the envelope.

I remember I forgot postage once but they mailed it to the dude anyway.
I don't think everyone is that lucky though.
 
Another question : Why do people buy stamps with their values printed on them? With the price of shipping always going up, why not just buy those "first class forever" stamps?

One con to doing this is that they may not return it to sender if its sent back. But yea, if you forget a stamp sometimes they may send it anyway. I often saw people putting the send and return address as the same and getting delivered.
