Punk and Bryan succeeded in WWE DESPITE not being booked the way they should have been booked.
Sure, they had moments but WWE fumbled with those two on MANY occasions.
The fans basically forced WWE to take DB seriously.

Only reason they went that direction was Bc their hands were forced when Punk walked out. From what I remember they never had intentions to push Bryan like that but Punk leaving made them change plans.
