He's talking about Stephenson high school in Lithonia, Ga (East Side Atlanta)... that's where the group is from. Stephenson's schoolcolors are Black and Blue and their mascot is a jaguar.

He's essentially saying he got his car (a jaguar) painted black and blue (the high school colors).
