Man I met Mutombo in Washington, DC as kid and he seemed cool. He was with his family and seemed down to earth. He took pics with us and played soccer with us (I was a t soccer practice). I've lost major respect for him after this. If this story is true it looks shady on his part!

Doing business in Africa or third world countries is not easy.

The first mistake those dudes made, were getting into a deal where they didn't have their own people on the ground. You need a connect on the ground facilitating things for you. He put way too much faith in Mutombo.
