What City Has The Lowest Sales Tax?

Philly most definitely has sales tax and it's actually 8% which is 2% higher than the state's. PA just doesn't tax unprepared food, most clothes and shoes.

Oregon and New Hampshire have sales tax on prepared foods while Montana, Delaware, and Alaska are completely tax-free.

Just an FYI, If you purchase a car from a different state such as DE but your registered address is in a different state, then you have to pay your state's sales tax.
