Tripped me out for a second, thought I accidentally dialed 911 when the phone was in my pocket. I also got a flash flood alert a few weeks ago while I was in Vegas. You can turn off government alert notifications on the iPhone.

The alert scared me man I've never had this happen. Apparently you can turn it off in the notifications menu on your iPhone just scroll to the bottom.
