A loosely defined "crime" for any threat, suggestion, or prank that was aimed (either directly or indirectly) at any individual, group, vehicle, building, or other place of assembly.
Ex.
Threating to beat someone up with the purpose of terrorizing them.
Telling someone that there may (or may not be) an explosive device in a building/car.
Displaying a fake gun in a threatening manner.
