The wet foot, dry foot policy is the name given to a consequence of the 1995 revision of the Cuban Adjustment Act of 1966 that essentially says that anyone who fled Cuba and got into the United States would be allowed to pursue residency a year later. After talks with the Cuban government, the Clinton administration came to an agreement with Cuba that it would stop admitting people found at sea. Since then, in what has become known as the "wet foot, dry foot" policy, a Cuban caught on the waters between the two nations (with "wet feet") would summarily be sent home or to a third country. One who makes it to shore ("dry feet") gets a chance to remain in the United States, and later would qualify for expedited "legal permanent resident" status and eventually U.S. citizenship.

Word, you watch Cosmos: A Spacetime Odyssey? I would recommend that show to anyone who has any slight interest in space or cosmology.
I think that calender was for the universe though, starting with the big bang, not just Earth. Unless we're talking about two separate metaphors. If the universes life span was converted into a full calender year, we only have recorded history of about the last 14 seconds.

Did a little research on this out of curiosity.
First, that number should be 87%, not 97%. Got them sounding like butchers
Second, the number is so high because the vast majority of the animals that PETA deals with don't go to that facility.
That facility is for cases where the animals have pretty severe physical or emotional injuries and illnesses; for cases where euthanizing the pets is pretty much taking them out of their misery. You can't just find an animal and drive on over to this facility for them to be kept there like your average animal shelter.
