He was actually being called one of the greatest before Illmatic dropped.  After it did, it only cemented him there.

The point is that Jay isn't overrated lyrically - rank him as you please, but objectively speaking (and backed even by those who don't listen to rap but know the English language and its literary devices) Jay is up there. Plus he has been doing it catering to as many audiences as possible; to those who enjoy "complex" lyrics and those who just want to party at the club. Keep this in mind.

The word overrated is horrible. If someone is pretty much a top 10 mark. Than someone saying he's number 1 isn't unreasonable
