I think if you work with contrasting solid colors, you're good. If you go with too many patterns on your shorts and button-up, it's a little much.

Shorts have to be casual and the button down either has to have short sleeves or have its long sleeves rolled up. Also important to not wear socks with the shoes, assuming you're not dumb enough to wear sneakers, as it kills the look.
