it makes sense to tax it.
if unemployment is all you receive as income in 2020, you'll be in an low tax bracket and barely pay any taxes, if at all.
if you get unemployment but through other sources of income over the year happen to make a lot more, you should be taxed in a higher tax bracket.
we get double and triple taxed on lots of things. I'm not saying it's the most efficient system, but it makes some sense.

Said this before, their proposed new guidelines are tremendously detailed and pretty hardcore. Won’t translate to a pleasant guest experience. But then, they have to be proactive in developing a plan.

When I was a senior in college like 6-7 years ago I was collecting unemployment. It wasn't a ton. Maybe $350ish a week but I chose the option for them to tax it. I collected for roughly 4 months before finding a job and like 2 years later I get a letter from the IRS saying they didn't calculate taxes correctly and I owed them $1200.
I contacted them saying I opted for them to tax my benefits so I shouldn't be penalized all this time later for a mistake on their part and they essentially told me To eat a ****. I took my sweet *** time paying them bc I was salty and then they just took $1000 from my tax return the next year. IRS gonna get their money whether they're right or wrong.
