It is neither. What makes someone homosexual is who they are attracted to, not what or who they do it with.
If a guy is forced at gunpoint to have sex with another man, he is both doing something considered gay and doing it with someone of the same sex. He is notnecessarily gay though.
Further, plenty of gay people are in denial about it from societal pressures or for whichever reason and lead a "hetero" lifestyle. They don'tdo things considered gay nor do they sleep with someone of the same sex and yet they could still be called gay.
